Our Organization and Mission:   The Office represents the State of Florida in state and federal civil and criminal courts, from trial courts to the Supreme Court of the United States.

Position Summary: This position is in the Civil Legal Services - Administrative Law Unit in Tallahassee, Fl. The incumbent must have knowledge of methods, techniques, and skills necessary for the performance of the job and demonstrate the ability to effectively and efficiently execute all assigned duties and tasks. Quality of work is accurate and thoroughly completed within established time frames and amount of work completed meets or exceeds expectations. Must be able to perform the duties of the position through the competent use of work methodologies, computer applications and software, office equipment, etc. The person hired for this particular position will also serve as the Bureau's appellate attorney.

Qualifications:  

• Admission to the Florida Bar and six years of professional experience in the practice of law, legal research, teaching law or in administrative or judicial hearings.
• The required legal experience must be from the practice of law in a state or territory of the United States.
• Membership in good standing in another state Bar can substitute for the required admission to the Florida Bar provided that, pursuant to Rule 11-1.10 of the Rules Regulating the Florida Bar, the attorney applies for and obtains admission to the Florida Bar within 12 months of appointment to a position in this class.

The Work You Will Do:  The duties of this position may include but are not limited to:

• Serve as lead counsel to larger more complex professional regulatory boards and render legal advice to such boards and other state agencies on such matters as the drafting and promulgation of rules, the taking of agency action, and the proper operation of the agency under Chapters 120, 286, and 119, as well as the statutes specifically applicable to each agency. 
• Interpret and apply state and federal laws and rules and regulations that affect the duties and functions of the various agencies and requires travel. 
• Provide counsel and guidance to agency clients on issues and other topics that may be only indirectly related to a specific case or statute but that nevertheless can have an impact on the agencies goals.
• Conduct independent legal research requiring previous legal experience and the exercise of independent legal judgment. 
• Research and draft pleadings, motions, memoranda and other documents and participate in administrative hearings and trials, as well as settlement negotiations, when applicable. 
• Perform investigations and all aspects of discovery. 
• Exercise a thorough working knowledge of state administrative practice and state rules of civil procedure, evidence and substantive law. 
• Prepare appellate briefs and participate in oral arguments, as needed.
• Litigation and appeals involving the agencies referenced above, as well as other specific agencies or cases assigned on an ad hoc basis. 
• Head litigation teams handling more complex 120.57(1) hearings, rule challenges, rate cases and any corresponding appeals.
• Respond to inquiries from private attorneys, private citizens, etc., regarding the activities and powers of the various agencies assigned.
• Maintain current expertise in areas of practice, including reading recent judicial decisions and case summaries and attending continuing legal education and other professional seminars.
• Perform routine administrative activities; attend staff meetings; prepare travel vouchers, time records, case
  status.
